Innovative Programming and Grant Services at NCSD
The Department of Innovation & Grant Services is responsible for the development, implementation, monitoring and reporting of grants and innovative programming at NCSD. Central to this work is our commitment to supporting student academic and social emotional success through a Multi-Tiered System of Support (MTSS).
Collaboration with faculty, staff, students, families, and community partners is critical to ensure the fidelity of meeting the goals and objectives of each grant. The work of the Department of Innovation & Grant Services is in alignment to the District Strategic Plan and District Comprehensive Improvement Plan to educate and engage today, to empower for tomorrow.

Dr. Jennifer Sinsebox, Director of Innovation & Grant Services
Dr. Sinsebox is responsible for the coordination of all District Grants. She serves as the liaison for community partnerships that provide support for students, staff, and families. In addition, Jennifer supervises the District Behavioral Health Team, coordinates the Mental Health Interns within the District, and is involved in the oversight of the Alternatives to Suspension rooms at Kelley, Middle, and High Schools. As the Director she will also serve as the Trauma, Illness, and Grief (TIG) point of contact on behalf of the district. Jennifer will also serve as the Project Director for the 21st Century Community Learning Centers and the Extended School Day Grants. In her role, she will oversee the required data collection for all district grants, work in collaboration with the ESD site coordinators, and serve as the MTSS Coordinator for the District. Within her role as a MTSS Coordinator, she will collaborate with building level teams including administration and MTSS coaches, to ensure systems and practices are being implemented with fidelity. As the Director, Jennifer will promote and support the district’s priorities of rigorous academic programming and support, culture and climate, and school, community, and family partnerships.
Julia Solan, Administrative Intern with the Department of Innovation & Grant Services
As an Administrative Intern, Julia will be collaborating with the Director of Innovation and Grant Services on a variety of programs within the district. Julia’s main role is to support the district in the implementation of restorative practices in collaboration with Partners in Restorative Initiatives (PiRI). Another critical tenet of Julia’s work will be her leadership of District Threat Assessment Processes. The Behavioral Threat Assessment process is an evidence-based practice that promotes safety for our students, staff, and families. This includes leading the district level team and supporting the building level teams through clear and consistent protocols. In addition, Julia will support the Director of Innovation & Grant Services with the supervision of the Alternative to Suspension rooms grades 3-12, support the implementation of Trauma, Illness, and Grief (TIG) protocols, and support MTSS coaches in Lincoln, Perkins, and Kelley schools. Julia will continue to partner with the community and act as the liaison to support students and families by connecting them to trusted resources and community partners.
Jo Gromoske, Department of Innovation & Grant Services Clerk
As the Grants Clerk and Secretary to the department, Jo Gromoske will support the grant administration and assist with grant deliverables. With the use of nVision management she will assist with Pos, invoices, and contracts. Jo si central to the functionality and successes of the department.
